2001年，移动集团企业正式启动了全G骨干和际传输网的设计和建设，部分移动企业也纷纷开始建设内传送网。为将骨干网的宽带优势尽快延伸到用户，确立全网的带宽优势，移动城域网的建设势在必行。随着加入WTO和电信场开放的进一步深入，移动建设城域网将是一个长远的策略性决策。作为移动通信主业的GSM网络正在持续快速发展，GPRS、3G是现阶段和下一阶段提供移动数据业务的主导技术，其在本地范围内的传输对城域网的建设提出了新的要求。随着数据业务的快速发展，移动商务等新的使用不断涌现，在不远的将来，城域网承载的数据业务将不断增长，运营商们对承载这些业务平台的要求也越来越高。移动已于2000年取得ISP牌照，进入数据业务领域。并且移动自身有大量的数据业务：WAP业务、GPRS业务、将来的3G数据业务以及办公自动化等数据业务，已于2000年开始建设CMNet，现已实现覆盖全G的IP数据骨干网。全G大多数正在建设或方案建设内数据骨干网。但是由于没有宽带传送网络，很难针对企业用户或者个人用户发展业务。现在通常使用租用电信数据专线等方式发展业务。这种方式同样制约移动数据业务的发展。所以有必要建设宽带城域网。
